Red State Resources

This resource is for people who live in states marked in red or yellow states on the USA Map of Communication Plans for DHH Students.

Research conducted in 2022 and 2024 indicates your state does not have clear, concise, easily accessible resources to support development of documentation of IDEA’s Special Factors for children who are deaf/hard of hearing. This may mean your state does not have a Communication Plan, or it may mean your state’s documentation difficult to locate or use.  Whether you are a school or early intervention professional, a specialized provider who works with children who are deaf/hard of hearing (ASL Instruction Specialist, ASL Interpreter, Cued Speech Educator, Listening & Spoken Language Specialist, Speech Language Pathologist, Cochlear Implant Audiologist, Pediatric Audiologist, Educational Audiologist, TODHH), or the parent/family member of a child who is deaf/hard of hearing, these resources can help guide your Individualized Family Services Plan (IDEA Part C/Early Intervention) or Individualized Education Plan (IDEA Part B / ages 3-21) meetings.
